Luckily there are a variety of easy ways to change the color of any shape you create. You really should switch to the Adobe Color Picker. Don't use your monitor profile as a working profile. of black for the Foreground color and white for the Background color. Just click on the 'View Palette' button, choose the colour and you. You will see then that the values won't shift. The color-picking tools at the bottom of the Tools panel let you control the color. Ps: An easy way to see is by assigning/converting to your monitor profile. This is a good default as you usually want colors to look correct (you want a specific color), rather than have some specific color value. This requires the colors to be converted from the colors as you see them in the picker (your monitor profile) to the color profile of the document in question (typically sRGB, but could be anything). So the color you see in the color picker will look the same in your document no matter the color profile. Photoshop will preserve how the colors *look* in the Windows Color Picker.
